The Frio County Sheriff is responsible for jail operations. The Texas Commission on Jail Standards (TCJS) determines and enforces the minimum jail standards of the state. Enforcement of jail standards is primarily achieved via jail inspections as well as enhanced supervision and accountability of non-compliant facilities.

Inmate Supervision

There is strong evidence to indicate that the supervision of inmates is a crucial factor in preventing custodial deaths. In the minimum jail standards, TCJS provides specifics with regard to the frequency of face-to-face observations of inmates, as follows:

In the general population, inmates must be observed by a jailer in a face-to-face check every 60 minutes at most. For inmates who are at risk or who potentially place others at risk, jailers must check on the inmates every 30 minutes at most. The inmates requiring heightened face-to-face observations every half-hour include inmates who are:

  • Mentally ill
  • Potentially suicidal
  • Assaultive
  • Behaving in a bizarre manner

Jails can install closed-circuit televisions to monitor inmates, but the screens cannot take the place of direct face-to-face inmate observations. As of August 31, 2020, all jails are required to have the means to record the personal observations of high-risk inmates in groups or cells.
