  • Only supervisory personnel or medical professionals can make the decision to apply restraints.
  • Medical care is an essential part of using restraints in jails. The medical condition of an inmate must be assessed before restraints are applied.
  • Documentation must be kept of the frequent observations required when an inmate is in restraints. Every 15 minutes, the inmate must be observed , and this includes checking to ensure that there is sufficient blood circulation to the extremities.
  • Restraints can never be kept on an inmate for longer than 24 hours.
